The co-founder of Baltimore’s premier law firm Cohen & Dwin, P.A., Mr. Dwin has successfully handled hundreds of civil and criminal trials. With over 50 years of experience in his field, Mr. Mills began his legal career working as a Probation Officer managing child support cases for the Baltimore City Circuit Court. From 1972 -1978, he served as Assistant Public Defender at all levels of the criminal court system in Maryland on both jury and non-jury trials. He was an Adjunct Professor of Law at the University of Baltimore School of Law for fifteen years. Teaching Trial Practice and Interview of Counseling and Negotiating, Mr. Mills worked as an insurance investigator, claims adjuster, and claims supervisor. He has been representing clients in the areas of workers’ compensation, personal injury, criminal cases, and general litigation since 1968.
Throughout his education and training, Mr. Mills received a Bachelor of Arts degree from the University of Maryland in 1960, attended Naval Officer Candidate School in Newport, Rhode Island, serving as Lieutenant, USNR, and achieved his Juris Doctor degree from the University of Maryland School of Law.
