Richard D. Klapp

Richard D. Klapp is recognized by Continental Who’s Who as a Pinnacle Professional in the field of Law Enforcement as a result of his role as Commander (retired) with the San Francisco Police Department. The San Francisco Police Department is committed to excellence in law enforcement and dedicated to the people, traditions and diversity of the city of San Francisco. 

In order to protect life and property, prevent crime and reduce the fear of crime, they provide service with understanding, response with compassion, performance with integrity and law enforcement with vision. With nearly thirty years of   experience, Richard specializes in protecting the public in situations such as hostage situations and negotiations, critical incident management, and more. 

During his career, he founded the SFPD Hostage Negotiation Team, and has successfully commanded 71 negotiated hostages and barricaded gunmen incidents with no deaths, injuries or failures. As team leader of the Hostage Negotiation Team, he personally negotiated 23 incidents successfully. In addition, Richard also presided over hostage negotiation training for over 300 law enforcement officers in seven western states. Throughout his educational career, Richard has taken multiple business courses at the University of Central Michigan, University of San Francisco, and the University of Virginia.
