Continental Who’s Who recognizes John Richard Brown as a Pinnacle Lifetime Member in the field of Security and Law Enforcement. Brown is currently the President of Transparency Matters, LLC, a law enforcement consulting firm located in Harrisburg, Pennsylvania. The firm, which Brown founded after serving 29 years with the Pennsylvania State Police Department as a Lieutenant, specializes in, “Understanding internal affairs processes; Technology for internal affairs case tracking; Obstacles to complete and thorough investigations; Timeliness and fairness of findings; Closing cases/notifying officers and complainants; Relationship with criminal investigations; Miranda and Garrity (Administrative) issues; Policies, procedures, training requirements; Handling high profile incidents; Early warning systems - proactive prevention; Collective bargaining agreements (Act 111) and arbitration award issues; and Civil litigation strategies,” according to it’s website. Brown’s areas of professional expertise consist of: investigations, law enforcement, reformation service, and security. Aside from his nearly 30-year career with the Pennsylvania State Police, he also served an active tour with the U.S. Navy. Brown earned his MBA from Eastern University in Pennsylvania in 2009, after receiving a Bachelor’s in Professional Studies and Criminal Justice from Elizabethtown College in 2007. Additionally, he graduated from the 211th FBI National Academy Class through the FBI National Academy Associates. To further his professional development, Brown maintains affiliation with organizations such as the National Internal Affairs Investigators Association, and the Pennsylvania Chiefs of Police Association. He also received a certificate of Recognition from the Commonwealth of Pennsylvania due to his outstanding work, as well as a medal of Commendation from the Pennsylvania State Police. Outside of work, Brown enjoys fishing, exercising, participating in outdoor activities, football, and Indy car racing. Looking towards the future, Mr. Brown would like to make a difference by bringing the police and the communities they serve closer together through accountability processes and diversity initiatives.
